A test label showing last year’s date can create a false sense of certainty. Electrical equipment may still look fine while damage, wear, incorrect use, or a changed work environment has increased its risk. That is why PAT certificate expiry should be treated as a prompt to review equipment and schedule the next inspection, not as a simple date on a sticker.
For schools, accommodation providers, offices, workshops, and other busy workplaces, the practical question is not simply, “Has this certificate expired?” It is whether the appliance has been inspected and tested at an interval that matches its environment, condition, and level of use. Good compliance programs make that answer clear before an audit, incident, or insurer request puts records under scrutiny.
Does a PAT certificate actually expire?
A PAT certificate records the outcome of portable appliance testing at a particular point in time. It shows that an item was inspected and, where required, electrically tested on the stated date. It does not guarantee that the item will remain safe indefinitely.
In Australia, electrical equipment inspection and testing programs are generally guided by risk assessment and the relevant requirements of AS/NZS 3760. The standard supports regular inspection and testing, but it does not mean every appliance in every workplace must follow one universal retest date. Setting a practical retest interval
The right interval depends on the equipment, where it is used, who uses it, and how much physical wear it receives. Higher-risk environments generally need more frequent attention because leads and appliances are more likely to be moved, knocked, exposed to dust, moisture, or rough handling.
For example, a workshop may need shorter intervals for portable tools, extension leads, and power boards than an administrative office. A motel or hotel may need a clear program for appliances in guest areas, laundry spaces, kitchens, and maintenance storage, where equipment is used by different people and often moved between rooms. Schools also need a program that accounts for classrooms, staff areas, practical learning spaces, and equipment that may be handled frequently.
A risk-based schedule should consider:
- the likelihood of physical damage or misuse;
- whether equipment is portable, regularly moved, or connected by flexible leads;
- exposure to moisture, heat, dust, vibration, or outdoor conditions;
- the age, condition, and repair history of the item; and
- site rules, client requirements, insurer expectations, and any applicable regulatory obligations.
The aim is not to test equipment more often than necessary. It is to choose an interval that is reasonable, documented, and appropriate to the real conditions at the site. Testing too infrequently can leave an avoidable safety gap. Testing every item on an unnecessarily short cycle can add cost and disruption without delivering a proportionate benefit.
Different dates for different assets
Many sites benefit from separating assets into groups rather than applying one due date across every appliance. Fixed equipment, low-risk office devices, portable equipment, and high-use workshop tools may each warrant different inspection frequencies.
This approach also makes scheduling easier. Instead of pulling every appliance out of service at once, a facilities manager can plan work around priority areas, busy periods, school terms, guest occupancy, or operational shutdowns. The result is better control with less disruption.
What a current certificate and tag should show
A useful compliance record goes beyond a pass or fail statement. It should allow a manager, auditor, or insurer to identify the appliance, see when it was assessed, and confirm the outcome of the inspection and test.
Clear asset identification is particularly valuable in multi-room or multi-site properties. Do not assume every item must be discarded or that the workplace has automatically failed a legal requirement. First, check the organization’s documented testing schedule and assess the equipment’s current condition and risk.
If the item is overdue under your site program, arrange inspection and testing promptly. Until that occurs, consider whether it should remain in use based on its environment, condition, and criticality. High-risk portable equipment, damaged items, and appliances used in demanding areas deserve the most cautious response.
Avoid the temptation to simply replace the old tag with a new date. A label is only useful when it reflects a genuine inspection and test result. During an audit or incident review, the supporting report and asset history are what demonstrate that the organization has managed its responsibilities properly.
For larger sites, overdue dates can signal a process issue rather than an isolated oversight. Common causes include new appliances entering service without being added to the register, equipment moving between rooms, retired assets remaining in reports, or testing programs scheduled during periods when rooms are inaccessible. Updating the asset register after each visit helps prevent those gaps from becoming routine.
Make retesting part of normal operations
The most reliable compliance programs are planned well before the due date. Keep an up-to-date asset register, nominate a person responsible for site coordination, and schedule work around the way the property actually operates. A school may prefer holiday periods. An accommodation property may need testing arranged around occupancy. An office may benefit from after-hours work to keep staff productive.
